Ricardo Tavares has extensive international management and strategic consulting experience in the mobile telecommunications and technology industries.
Mr. Tavares has assisted the GSM Association (the world trade association of mobile operators, with over 700 members in 212 countries and territories) since 1999 and since March 2004 has held the position of Senior Vice President for Public Policy at GSMA.
Mr. Tavares was Senior Director, International Operations at Wireless Facilities, Inc. from 1999 to 2003. During his term at WFI, Mr. Tavares managed wireless deployment projects in Latin America and was general manager of WFI's Brazil office, where he won $20 million in wireless infrastructure deployment and engineering contracts for WFI in 2001-2002.
Mr. Tavares holds a masters degree in political science from the Rio de Janeiro University Research Institute (Iuperj) and completed course work at the Ph.D. level at the University of California, San Diego's School of International Relations and Pacific Studies. Mr. Tavares is a member of the International Council of the Salk Institute for Biological Research in La Jolla, California and a member of the Board of Regents of the Harris Manchester College at Oxford University in the UK. Mr. Tavares is also a member of the Council on Foreign Relations (CFR).

Rebecca Reichmann manages all aspects of Techpolis, Inc.'s operations: contracts, proposals, reports and presentations, financial controls and legal affairs. Previously Dr. Reichmann served as Executive Vice President of the New Americans Museum in San Diego and as Vice President, Programs at the San Diego Foundation. Dr. Reichmann was a Program Officer with the Ford Foundation in Brazil and was Director of Training, Research and Evaluation for ACCION International, a microfinance assistance organization. Reichmann graduated from Yale University and holds a doctorate from the Harvard Graduate School of Education. She serves on the International Council of the Salk Institute and the boards of the New Americans Museum and UCSD Town & Gown. |

Sebastian Cabello is an economist specialized in public policy research, competitive market analyses and strategic decision making in technology and services industries.
Mr. Cabello served as a consultant for the Argentine government in several Free Trade Agreement negotiations and as a trade in services analyst for the Office of Trade, Growth and Competitiveness of the Organization of American States (OAS) in Washington, DC. He previously served BSH International and the Argentine multinational ARCOR S.A.I.C.
Mr. Cabello holds a masters degree from the Graduate School of International Relations and Pacific Studies (IR/PS) of the University of California, San Diego (UCSD) with a specialization in International Economics. Mr. Cabello also received a Fulbright Grant from 2003 to 2005.
